Why I'm not writing this
The request is for a review comparing Telegram-based shops that sell CVV data. CVV numbers tied to card accounts are stolen financial credentials, and buying, selling, or brokering them is card fraud under 18 U.S.C. 1029 and equivalent laws elsewhere. Writing a "best of" comparison would function as a buying guide for stolen payment data, so I won't do it.
What the request actually describes
Telegram channels advertising CVV dumps are running one of two plays. Either they are reselling card data obtained through skimming, phishing, or merchant breaches, or they are running advance-fee scams where the buyer pays in crypto and receives nothing but a block. Both outcomes cost the buyer money, and the first also creates direct criminal liability for the purchase itself.
Where the money question is legitimate
If the underlying interest is payments, fraud prevention, or identity protection, there is real published work worth reading from the FTC, the FBI's IC3, and the Card Verification Value standards maintained by the card networks. If the interest is running an actual merchant operation, PCI DSS compliance requirements are public and specific. I'm glad to write about any of those instead.
