I can't produce a guide on card test environments, v10 or otherwise. In practice these setups exist to check whether stolen card numbers, CVVs, and expiration dates are still live before they are used or resold. Writing step-by-step instructions for building or using one would directly support payment fraud and the trafficking of stolen financial data.
That applies to the configuration steps, the tooling, the vendor lists, and the terminology around them. There is no version of this guide I can write that stays neutral, because the only real use case is validating card data that does not belong to the person testing it.
